Decision no. 17-2021, of the Minister of Finance, Labor and Transfers, Mr. Hekuran Murati

Pursuant to Article 8, paragraph 1.4 in conjunction with Annex 1, paragraph 2.1 of Regulation no. 02/2021 on Areas of Administrative Responsibility of the Office of the Prime Minister and Ministries, as well as pursuant to Article 11, paragraphs 1.4, 1.5 and 1.6 of Law no. 07 / L-006 on Prevention and Combating the COVID-19 Pandemic in the Territory of the Republic of Kosovo, and in connection with Decision no. 01/05, dated 05.04.2021 of the Government of the Republic of Kosovo, the Minister of Finance, Labor and Transfers, today on 08.04.2021, receives this:

DECISION

  1. Obliged the employees in the Ministry of Finance, Labor and Transfers as well as the employees in the Centers for Social Work in all Municipalities of the Republic of Kosovo for observance of special measures for protection from the COVID-19 pandemic, according to points 6, 7, 8 , 9, 10 of the Decision of the Government of the Republic of Kosovo no. 01/05, dated 05.04.2021, as well as the observance of the following measures:

1.1. Employees of the Ministry of Finance, Labor and Transfers are obliged to wear the mask covering the nose and mouth, to hold disinfectants for hands and face masks in accessible places at the entrance of the facility and indoors

1.2. Responsible officials in the Ministry of Finance, Labor and Transfers are obliged to place visible signs of the rules of conduct for protection from COVID-19 at the entrance of each facility, including the sign prohibiting entry to the facility without masks and respecting the distance.

1.3. All departments in the Ministry of Finance, Labor and Transfers are obliged to carry out disinfection and ventilation of enclosed spaces.

Ministry of Finance, Labor and Transfers in support of point 20 of Decision no. 01/05, dated 05.04.2021 of the Government of the Republic of Kosovo, releases from the regular submission for the purposes of identification or notification the beneficiaries of the pension schemes and other categories of

beneficiaries who are obliged to appear in the relevant offices under applicable laws and regulations.

2.1. Medical commissions will continue to review all requests in the first instance and re-evaluations with the presence of the party, (decisions after 1-3 and 5 years-re-evaluation); beneficiaries of blindness compensation (decisions after 3 and 5 years-re-evaluation); compensation for paraplegic and tetraplegic persons (decisions after 3 and 5 years-re-evaluation); as well as cases after the Basic Court of Prishtina-review and reinstatement, respecting all safeguards recommended by the National Institute of Public Health of Kosovo and the Ministry of Health.

2.2. All applications from applicants that must be submitted for pensions (basic and contributory) starting from April 2021, upon reaching the age and due to the undertaking of measures for protection against the COVID-19 pandemic cannot apply in time properly, all these cases will be handled for the retroactive period, despite the fact that within the set deadline they could not submit the request.

2.3. Suspended until Friday 30.06.2021, the obligation to re-apply and reduce the procedures for recognition of the right to social assistance (renewal of documents, verification of socio-economic status and medical reports) for families which starting from April 2021 have a deadline for re-application.

2.4. The Centers for Social Work-Social Assistance Sector in the Municipalities are obliged to implement the re-application process without the presence of the parties, based on the documents in the file and the latest evaluations by the medical commissions,

2.5. The new requests for social assistance for both categories are subject to all procedures and are reviewed according to the laws and bylaws in force that regulate the Social Assistance Scheme.

  1. The respective social protection institutions of the central and local level are obliged that during the implementation of this decision to apply the measures determined according to the decision no. 01/05 dated 05.04.2021 of the Government of the Republic of Kosovo, as well as the manual for protection against the spread of the COVID-19 pandemic.
  2. This decision is valid until June 30, 2021, and it can be reviewed taking into account the recommendations and / or decisions of the Government of the Republic of Kosovo, including the National Institute of Public Health of Kosovo.
  3. This decision abrogates the decision no. 197 of the Ministry of Labor and Social Welfare, dated 04.11.2020.
  4. This decision enters into force on the date of signing.
